Advanced Clean Fleets
Key Requirements:
- Register & report annually

Clean Truck Check (HD I/M)
Key Requirements:
- Register vehicles in CARB’s CTC-VIS system
- Pay annual compliance fee (per vehicle)
- Submit emissions tests
- Test frequency
- Pass roadside emissions monitoring or respond to test notices
- Maintain compliance to avoid DMV holds and fines
Portable Engine ATCM
Key Requirements:
- Applies to all portable diesel engines ≥ 50 bhp
- Classify as small or large fleet
- Choose compliance path
- Tier 1 engines (50–750 bhp) are banned
- Annual fleet reporting
- Register equipment
- Maintain records
Zero-Emission Forklift
Key Requirements:
- Ban on sales & purchases starting Jan 1, 2026
- Phase-out of existing forklifts begins in 2028
- Forklifts must display CARB-issued Equipment ID Numbers (EINs)
- Annual fleet reporting required starting in 2026
- Engage with utility providers to plan for charging infrastructure
- Exemptions available
